I actually heard someone call "Target" "tar-jay" the other day....She sounded so pretentious....

It's "The House Of Tar-jé" thank you very much. I say it like that to sound pretentious on purpose.

Quick question - would using a pretentious tone of voice in a satirical way to mock the pretentious people actually be considered pretentious?

Um, terribly old fashioned I know, but how about check out a dictionary (says the librarian)? Random House, American Heritage, and Websters all show "mat," with no option for alternate pronunciation (I'm at my work Windows computer, so can't check the Dictionary app :(). Latte derives from Italian, matte from French, hence the difference in pronunciation.
