In a programming context it's a version number - v1.9, v2.0 etc, and is spoken like one. Version number 2.0 is very different from the decimal number 2.0.
This phrase has crossed over to become a linguistic phrase indicating an improved version. Usually in these cases, pronouncation subtly shifts to approach the informal rules of the host linguistic context.
Don't ask me what that means in practice - I can't speak English. (yes seriously)
And computer people know any version labelled x.0 means it's bold but buggy and unpolished.
