What are you talking about? it's harder than making a pencil, easier than the international space centre. There you go, an answer as maddeningly vague as your question.
If you mean make it yourself. Nearly impossible unless you have multi million dollar equipment to make the circuitry.
If you mean for Apple to make, probably a little harder than standard electronics manufacturing.
I should also say, making and designing are very different. To make it it isn't too bad, but to design it from scratch, incredibly difficult and complicated.
