How is Find iPhone free?

Okay..... So did people with mobile me accounts have to pay to use the app on top of their subscription prior to this becoming free?

The app was only introduced recently. It never cost anything. Previously, the only way to use Find my iPhone on an iPhone was to visit the actual me.com site in Safari. It was kinda clunky.
