How is this even possible? [iCloud Storage]

When I check my storage in icloud, I get this: "you have 0 photos and 0 videos. your photos and videos take 436.1 MB of storage". And my 5s is still on 8.1.4. I have "icloud photo library" turned on and "my photostream" turned off. How can I fix this? I want my icloud space back.

Perhaps turn it off?
