How long does it take to restore my ipad to factory settings?

I started it about...two hours ago at least, and the little 'restarting' icon is still there.

Is this a good or bad thing?

Are you performing it thru iTunes? I've done a reset and erase my iPad 2 from within the iPad settings and it took something like 10 minutes IIRC because it's been awhile.
