how to activate Apple Watch with cellular data if I don't have a cellular carrier? (not a personal one that I have control over... only a work phone and cannot add any personal devices to it)

an AW needs to be paired to an iPhone in order to work. if your work phone doesn't allow personal devices, your only option is to get a "personal" iPhone.

And to tag onto this comment, you need a personal iPhone line and phone number on a ‘supported’ carrier. Not all have the back end infrastructure required.
