I recently paid full price to buy an unlocked iPhone 8 in Hong Kong. However, it doesn't allow me to activate an iPhone without putting in a SIM, when I connect it to iTunes on my notebook. Is there any way to do that?

You have to have a SIM in the phone to activate.

The SIM can be inactive, but it must be in the phone. If your device is truly unlocked then any old SIM will work. These go for pennies on eBay with a lot of sellers advertising inactive SIMs for the purpose of activation.
 
If you are near an Apple store, they will let you use one of their plain sims to activate it.
