I recently paid full price to buy an unlocked iPhone 8 in Hong Kong. However, it doesn't allow me to activate an iPhone without putting in a SIM, when I connect it to iTunes on my notebook. Is there any way to do that?

I don't think you can do that. What do you plan to use the phone for?

You have to have a SIM in the phone to activate.

The SIM can be inactive, but it must be in the phone. If your device is truly unlocked then any old SIM will work. These go for pennies on eBay with a lot of sellers advertising inactive SIMs for the purpose of activation.

You can find an old inactive sim, a friends sim, your other sim, any of these will work. Just a sim.

If you are near an Apple store, they will let you use one of their plain sims to activate it.
