iCloud photo library is in beta in 8.1. I can view and upload pictures to icloud photo library at https://www.icloud.com/photos.
It doesn't support upload of videos. So how do I add videos to an Iphone using iCloud photo library? I'm a windows user. maybe its beta so adding videos are not supported yet.
 
You'll need to get it onto the phone. There are numerous ways to do this such as via Dropbox, etc.
 
You can't, it's for still photos only. As Paco says you'll need to use another service like Dropbox or put the videos in your iTunes library and sync them over to your phone from your PC.
 
Until Apple rolls out the Photos Mac application, getting content into iPL is kind of a PITA. The web upload is buggy. For a while I was using an old iPad as an intermediary to get content into iPL but that got a bit tedious. So now I'm just waiting. Apple not having Photos ready at the same time a iPL launch was a real mistake/failure.
 
dropbox worked. iTunes does not sync and work with iphone that is iCloud Photo Library enabled.

If I disable iCloud photo library, then use itunes to sync photos and videos. Then enable icloud photo library, iPhone will complain about not syncing with itunes and will delete all itunes photo and videos.
 
Sorry, I wasn't very clear: what I meant was you need to add the video to your iTunes library (like any other movie/TV show) then sync it across. That's controlled via the movies tab in the sync settings in iTunes, not the photos one.
