i want arrange my icons like in the screenshot!

Which tweak i need for it? pls help

To me it looks like blank icons that are put around the icons in the middle. Which of course requires JB, as you can see per the icons used.

Not true, there are several sites you can visit when adding the page to your homescreen will create a black or empty icon which you can using for spacing, no JB required. To get a theme that looks as ugly as that one...well, that's a different story.
 
Looks like Iconoclasm does not allow you to freeform move the icons around. Is gridlock any better for this type of tweak.

Gridlock allows you to place the icons where you want within the specified 4x4 grid. The tweak the op is referencing is on a 5x5 grid, which I believe iconoclasm allows for, but also has preset patterns like ring, X, and so on.

But with the dock like it is in the picture, my guess is this is a theme tweak.

Ok thanks, looks like gridlock is what i am looking for. I bought iconoclasm but oh well i will see how much gridlock is.
 
Does anyone know the main differences between iconoclasm and gridlock and what benefits each of them have over each other?
 
Iconoclasm has the drawback that you have to pick from a pre-generated collection of layouts. You can't tweak the layouts yourself on the fly.

To achieve the layout posted, you will need two hacks: one to let you place your icons anywhere you like, and another to change the number of rows and columns in order to center a 3x3 grouping like that.

For the first part, you can use Gridlock (my preference). You can also rely on blank icons to position your real icons. There are several ways to make blank icons, from Cydia apps to actual websites that you visit and then create a springboard link.

For the second part you can use CustomGrid (my preference), which let's you set any number of rows & columns. I've been told Springtomize can do this as well, though I haven't figured out how.

Using one option from each of the two preceding paragraphs will let you do what you want, plus leave you the flexibility to change your layout on the fly.

TL;DR - Jailbreak, then go to Cydia and install Gridlock & CustomGrid. Done.
