Is there a way to burn a disc in Leopard's Disc Utility?

I tried Mac the Ripper, but it wouldn't work for some reason, so I'm looking for a simpler way.

All it is is a non-commercial Video_TS file on the DVD of a recording from a community meeting.

You want to burn and you used MacTheRipper😕, Use Disk Utility to burn.
 
So you have a VIDEO_TS folder?

Right click on the desktop and hit New Burn Folder. Drag the VIDEO_TS into it. Then click burn.
 
The above two posters are correct, just use Disk Utility. The only time you'd need to involve MtR is if you were trying to illegally rip a DVD, but in this case you are not so don't worry about it.
