Go to http://appleid.apple.com in your browser click on the Manage your Apple ID banner. Once logged in, you can change your phone number.
I think I should rephrase my question, I want to change the phone number associate to my FaceTime setting.

Go to SETTINGS>FACETIME
There you can remove email addresses, add email addresses, and uncheck phone numbers....not sure you can add phone numbers there, since that's pulled from the device.
