So in preview when you "exposé" it gives you a row stuff at the bottom of images and such that you previously had open. How do I clear that? If I go to File > Open Recent > Clear Menu and click that it clears that list. But the row of previously viewed stuff on the bottom still remains. Is there a way to clear that also? The only I've seen that will do it is if I restart my computer. If I "right click" the icon in the dock the history is still there.
 
If you clear the recent and then quit Preview, then the recent files in the right click menu and exposé will go away when you quit Preview. Nothing will come back when you next open Preview (it doesn't for me).

I don't think you are closing Preview. In your dock it should remove the icon (or if it is pinned to the dock it should remove the dot underneath the icon) if you quit Preview.

Like @cruisin mentioned, make sure you close the last photo before closing Preview.

You can also go under File-Open Recent-Clear Menu.
