I've turned off as much with cellular data as there is in settings (iPhone 7+) and turned off the iCloud stuff but I still get very small amounts of data usage that show up as:
cellular services
networking
dns services

I have another iPhone (6) that doesn't do this. We have two additional phones that do no cellular data at all and one other that I need to check. Is there some other setting that's leaking a small amount of data in these services?

Did you turn off the setting that says “cellular data”?
 
A phone call might use a tiny bit for visual voicemail. Only way to guarantee zero cell use is remove the SIM card
 
I’m not sure you can. I have an iPad 4 mini and my 7 both don’t have sim cards installed, but I can see them move down the highway with find my iPhone when my family travels. Cellular stuff is turned off too.

GPS doesn't use cellular data, so you'd see this even if your devices were in Airplane Mode.

Not sure if this is related, but sometimes it's a carrier issue. I have a backup prepaid SIM that I use on my second SIM slot on my Android, and recently it's just using up the funds for data, despite me disabling data. Apparently that carrier will use data whenever it is set to LTE connectivity regardless of the phone setting. I had to set that SIM to use 3G only to prevent this. Could be something you can check. Set your SIM to 3G and see if that helps.
