With the 2017 MBP, it wants to repartition the internal SSD which is not something I want to do. I just want to create a Windows USB installer so I can install Windows on a different machine.

On my MBP2010 (which is currenty 1000s miles away), I don't get the option to repartition my drive. I just get the option to create the USB installer + download bootcamp drivers.

Please see screenshots to get a better explanation.

Not exactly what you were asking for, but If you just need the Windows drivers, there is an option on the Action menu to download them.
