How to create bootable installer in windows?

Hi, please, how to create bootable usb with Mac OS X installer?
I tryed all day today from morning to evening and nothing.
I tryed many dmg files.
How Im tryed create bootable usb?
I first formatted usb in cmd to gpt and then used app transmac to create bootable usb with dmg file and nothing.
I need reinstall my Mac Pro 2011.
I dont have another Mac to create bootable usb, so I need use windows 10

I don't know how to do that in Windows, but have you tried using Internet Recovery on your Mac Pro? Command + Option + R on startup should get it to boot up to a recovery mode.

Hi, yes. I tryed, but dont work for me. Boot just to classic recovery with reinstall os.
When I click on reinstall OS, just problem with downloading from apple server (yoeshemite)

I tryed connect usb keyboard and now on-line recovery works and installing Mac OS X Lion, Im happy now

Cool, installation succes and now MacBook works and I can create bootable usb with High Sierra.
