How to Customize File and Folder Icons on Your Mac

I LOVE customizing folder icon images - but they get lost during backup and the folders revert to the default image.
Help?

Interesting.
I can do this with disk icons in Mojave, but it doesn't work in Catalina on an external APFS disk (not the system disk), even if I temporarily give myself read/write access to the disk.
Any ideas why?

Think it did when I turned SIP off, changed the icons and then turned SIP back on
