Here in Japan we can't mute the shutter sound. SoftBank has that option disabled because of upskirts here. Ridiculous I know.

I'm on a jailbroken iP4 4.3.3. I believe I need to SSH? Does anyone know where I can find silent audio files to use for the SSH?

Also, doesn't the mute button on the side do this for you?
Replacing system files, even an MP3, can be dangerous. But I'll tell you anyway...
1. Copy the MP3 to your hard drive via SSH, and back it up.
2. Open the MP3 file you just copied, using Audacity.
3. Ctrl-A to select all. Look for a square button that has a sound wave with a straight line in the middle. That's the silencer button; makes things silent...:V
4. If you pressed the right one, then the entire MP3 should look like a straight line.
5. Export as the same file type & codec as original and replace away.

Thank you for taking the time to post. Luckily I found an app on Cydia called "Silent Photo Chill". Not only does it disable the regular camera shutter but it disables the screenshot camera shutter too. Nice!

Navigate to the folder /System/Library/Audio/UISounds. There you will find all of your system’s user interface sound files. Scroll down to the “photoShutter.caf” file and double-tap it to view its file properties. Now tap once on the Filename, then rename it to something else. I renamed mine to “photoShutter-default.caf”.
 
The method loyalist posted is the best free method. Another way is to purchase SnapTap in Cydia. It allows you to use the volume buttons as the shutter release and has the option (in Settings) to silence the shutter sound.

If you're just looking to silence the Camera app go the SSH route.

Silent Photo Chill works for me PERFECTLY on 4.3.3. As I mentioned it even disabled the screenshot shutter for me as an unexpected bonus. Did you reboot your phone not just respring? Don't know why it wouldn't work for you. I have an iPhone 4. No messing with SSH and extra files needed. Works like a beauty.

This method disables the shutter sound used by the camera and screenshot. You don't have to install an app or tweak either.
