How To Disable Smooth Scrolling in Snow Leopard?

OMFG this is so annoying! How do I disable smooth scrolling in everything from the Finder to Safari?

EDIT: I found out how, go to Appearances in the Control Panel.

Turn it on, then go to a website which is nice and long, like www.amazon.com and click in the scroll bar on the right. Not on the blue lozenge that moves up and down, but in an area below the blue lozenge. Now compare that to having it off.

It's quite nice when it's smooth, IMO.
