how to do voice activation on ipad 4.3.2

hi,
i was searching online , how to do voice enable ipad. and i found some tips. but its not working on my JB ipad 1 4.3.2
can anybody confirms it that its working and its also working with 4.3.2

or if somebody can let me know how to do it.
