And I'm not sure I can figure out your question - Do you want to get the files from within your app onto a different device? Do you want to get all your purchased apps onto an iPad? – If the latter, are you sure you have enough space for that? COuld be quite a significan amount of storage required.

Ah - if I'm not mistaken I believe that functionality was (temporarily?) removed from one of the newer versions of iTunes, but Apple still keeps an old version of iTunes around for download for those that require this, so you need to download an older version of iTunes to sync up with.
 
If you have the app on your device you can sync it to your computer. However if you are trying to use older apps I found out they some will not work if you try to reinstall them from your Mac. I have several dated back from the first iPod touch era. They will not work if your iOS device uses 64bit apps and if the developer hasn't updated them.

If you open up your Apps store on your device. Click on Account (usually has a photo or initials). Click on Purchase. From there you can download the apps from your iCloud, and then backup to your computer. That's provided if the last version is there.
