How to edit/put notes (like sticky notes) on PDF?

I have a lot of pdf books for studying and would like to add my own notes to the pdfs. I use the preview app to open the pdfs. It is really helpful only on highlighting.

I am mostly looking to add short notes (like sticky notes type to certain pages or paragraphs). This would aid my studying and review.

Could someone please make me some good recommendations for my particular needs? I prefer not to break the bank to obtain the software. Also, i am not really looking into high power editing stuff - just making notes and saving them would be suffice.
