How to enable cheats on half life 2?

Im not the greatest gamer and need cheats at times.When I try to enable console using ~ it doesnt bring up console like it did when I played game on my pc.I tried changing console enable option to / but it still didnt work.Im playing on a new 21.5 imac.What am I doing wrong?Has steam disbled use of cheats on mac?

Is the console turned on? In keyboard>advanced or something like that.
