Which MacBook do you have?
Low power mode is supported on Early 2016 MacBooks or Early 2016 MacBook Pros, running Monterey or later.
Apparently not on MacBook Air. I have a 2017 MacBook Air, and no Low Power mode.
(I should mention that the battery in my MBAir is not OEM, so I wonder if that might be why Low Power mode is not on my MBAir?)
That article does mention in comments that Low Power mode IS available on M1 MBAir, but seems not on Intel MBAirs.
 
Just restarted and nothing.

This is on a 2017 12inch MacBook.

However on my 2017 13inch MacBook Pro I do see Low Power Mode on battery settings
 
Has your battery been replaced? (Not sure if that would make any difference, but (maybe) your Mac sees a different configuration, if the battery is not original, and won't give you the low power mode... but, I'm just guessing about that)
