I don't have or want iCloud because of reasons (I like having control over my documents and photos for work reasons (documentation of measurement results, inspection data etc) that I don't want to "suddenly" appear on photos timeline or whatever Apple suddenly decides it's going to be social about).
Nota Bene: I am not interested in debating this for the purposes of this question.

Tells me that I can still get two-step, but I only the option of 2FA (via iCloud) when I go to my settings on my account page on Apple.
Any clues how to get good old fashioned 2step?
 
appleid.apple.com. If you log in there you can set up 2FA that does not use iCloud. It will send the code to the device you select. I'm not sure I understand the connection between your apple accounts and 2FA. I imagine you can use 2FA without fully enabling every iCloud service.
