My primary email account in ios is an outlook account. I have other outlook email accounts also, and when i go to the 'Mailboxes' screen which shows available mail accounts, the primary one has an ios @ icon next to it and the other outlook mail accounts have an outlook icon next to them. The primary mailbox cannot show my custom outlook folders, but the others can. How do I get to see all my custom outlook folders with my primary account?

Sounds like you main account just wasn't set up as an Outlook account. You can't change it so you'll have to delete the account and then re-add it as an Outlook account. Everything should sync up properly.
