They wouldn't be using oxygen, it would take a doctor's order to obtain the oxygen. Nebulizers are normally just used with room air. You are correct pure oxygen would be a risk, that is why it's regulated.

That does sound like a good way to get alcohol poisoning really quick. If there's no queasiness involved, how do you know when to quit, heart stoppage?

Regardless, if they want to make money, they'd better make it cooler looking than those hospital-ish looking trachea tubes.

Unless they are pressuring the oxygen themselves, it is very illegal. Oxygen like anything else can be toxic. They are risking their lives. That why oxygen is regulated by law.
