How to get iPhone to alert you when other party that you are calling is on a call?

When Im calling from my iPhone to any other phone if that person is on a call Im not shown as call waiting
 
The other people don't see that you are calling them? Do they have call waiting?
 
Talk to the telecom provider. Depends if the other person has call waiting or whatever its called where you live.
