How to import RAW photo files into iPad?

i bought the SD reader from apple but when I import the raws I only get a small size JPEG on my iPad. How do I get the full resolution?

If you have "Optimize iPad Storage" turned on under Photos, the full RAW is uploaded, but your iPad will only display JPEG

I have in iOS set to download originals but the image is super low resolution for the raw file even though the file size is huge. I opened it with a photo editing app called Snapseed because Photo app can't even show me the metadata.

The jpeg image is just used for you to look at but the HUGE file represents the RAW file so it is there.
