I inherited an old 867 plc PowerBook abd I want to wipe it but the cd drive doesn't work. How do I go about this?

If you have another PowerPC Mac capable of running that specific installer, you could do it via Target Disk Mode.
Firewire is a way
you copy the install disc to a firewire drive you can boot and install from that to your hard drive.
