How to keep address bar in safari from hiding

When using safari on my iPhone, as I scroll down the web page the address bar auto hides itself. I then have to scroll up just to show the address bar again and it’s very annoying. I have been looking through the settings in safari and the phone in general and can’t find the option to always show the address bar.

Where is the setting located?

There's no setting. You can tap anywhere in that bottom area and it will bring up the address bar so no need to scroll up.
