macOS How to keep Safari on top

I'm trying to programatically bring Safari forward and then set the windows level to the PopUp level. [Safari will be displaying our online help, so I want it to stay on top]. I'm using Carbon. I can get a CSWindow to Safari, which I use to get the window's title, but when I call the CGSSetWindowLevel API I get an invalid parameter error (1001). Is it not possible to change another window's level?

What if something more important needs the user's attention? Like a system error.

Why not just make a dialog using a WebView ? You'd have much more control over your apps help interface that way that having Safari pop up.
