I would like to lock the wifi on on so it only goes on LTE when the children are outside and can not reach wifi yesterday with the ability to lock this funtion with code so they can not beat it from that easy

I do not believe that there is an automatic switch. You will need to turn off cellular to force it to WiFi.

Is someone turning WiFi off? Normally it would stay connected to WiFi until the signal isn't good enough anymore.
 
Disable WiFi Assist in Cellular Settings, all the way at the bottom. This will prevent it from using LTE even when connected to WiFi.
 
Might be able to enable Restrictions, where there is an option to not change cellular settings. Turn off cellular data, then enable restrictions for cellular.

Worst case scenario, can pull the SIM card so it is a wifi only device.

Um... And why would you need to do this?

Guessing OP has their router setup to restrict which sites it can connect to and or some sort of net-nanny situation setup.
 
Sounds like they want to be able to use parental controls as the network level to prevent reaching certain web sites, as controlled through their home firewall. Kids could bypass this if they disable wifi.

You would have to look into what controls your phone company provides, such as disabling them from using mobile data at certain times, or maybe they allow you to block those web sites as well. Can't be done on the iPhone itself.
