It looks like an Adobe Digital Publishing Suite app. http://blogs.adobe.com/digitalpublishinggallery/gallery/empire-magazine-3

We looked into using ADPS, but it was way too expensive. Ridiculous pricing, actually, at least as far as indie developers are concerned.

Check out Ed Dale's Magcasting. It is probably the simplest platform. Targetted not at publishers but people who want to self-publish. Mostly used by internet marketers.
