I have stored my music on an external hdd nicely tagged and illustrated. For over the past year i have been rating my music I am now at about 80%.

I frequently take my hdd to a party to provide music, but there all my effort in rating music is gone. That is because the rating is stored in the iTunes library files.

Transferring my ratings from Mac to Mac is theoretically easy I would just copy the library files. (never done that though, probably need to fix the file locations with find and replace then)

But can it be done from Mac to PC ?
 
The iTunesLibrary.xml file is not system specific. Just take it with you.

Yeah, store your library file on your external to. Then, when opening iTunes hold the Option (Mac) or Alt(Windows, I think) key and it'll ask you to select the library file you want to open.

Select the one on your external and it should give you access to all the same stuff you have at home.
