How to make new iCloud account?

Ok so I have a iphone 4 from verizon.. Anyways I bought this phone off my brother now before I bought it he had messed with it and created himself an iCloud email address /. Account.


So now when I go to settings then go to create a new iCloud account it says one for this phone has been already made and used. Now how do I go about setting up a new iCloud and on my phone.

you need to do a factory reset / erase all on the phone so it starts as new. then you will be prompted for created a new icloud account. good luck.
