How to Make Ringtones

I'm new to iPhone. I'm coming from Android where you just downloaded zedge and we're good to go in the ringtones. It's not that easy with Apple I have found. What's a way that I can make my own right tones from music that I have downloaded just the music app? I have tried the garage and app but when I go to set the tone it just vibrates.

You can create them on your mac/pc and save them as an m4r file. It's an additional step, but the only option I know of not including a purchase or jailbreak.

I forgot to include without a computer. Is there a way to do it without a computer?
