Hi, given that Bootcamp no longer supports Windows 7 and I need to run some old programs not compatible with Windows 10, how do I get the Windows 7 partition of my old MBP to become a virtual machine in my new MBP 16"?

If you've still got the Windows partition set up, just boot back into it. If you need to do a reinstall, just do it manually. That simple.

Sorry I am a bit confused. I am retiring my old MBP 2010 and I want the Windows 7 of my this old MBP to somehow appear as a virtual machine in my new MBP 16" 2019.

You might- I don't know, don't have an MBP- be able to get the 16" to boot into Win 7. Worth trying. If not, VirtualBox will work for a VM.

This article shows how to import bootcamp partition from old to new machine:

However, I want to import bootcamp partition from old machine to virtual machine of the new machine as I have Windows 10 installed in the bootcamp partition in the new machine already. Don't want to mess it up. Anybody knows how to make a copy of the old bootcamp partition to a virtual machine?

You would need to run the import wizard on the old 2010 MacBook Pro to create the VM, and then you can move the VM appliance to the 2019 MBP. Essentially, you would create the .pvm using the guide you linked and copy it to the new MBP using this guide.
