How to mark United States Postal Service custom declaration for the smallest fees?

I bought a phone from Ebay and the seller was going to ship the phone through UPS which would have charged me an extra $200 in brokeage fees, so I asked them to ship it through USPS and they asked, " Please let me know how you would like for me to label the customs form required to ship to Canada."

So how do I tell him to label it so I would get the least charges?

Agreed. If you didn't want to pay the fees, then you shouldn't have bid on the phone.
