My chem teacher for some reason posts the powerpoints for the class on her website as HTML presentations and then wants us to open them in PP in order to print them out and bring to class (cuz it only prints one slide out at a time from the site). Now this is possible in Windows thru "File->open with PP" menu. Is there any way to do that with any OSX browser? (I have Office 2004)

The first thing that you need to understand is that your professor's presentation is not PowerPoint. She converted it to HTML and that is what it is--HTML. Now, PowerPoint can open HTML files. To open this presentation on the Mac, you should first download the entire Chapter 10 website. You should be able to do this with any website download utility.
