I've been to Israel and I know how expensive Macs and Apple devices (and to some extent many tech devices) can be.
Unfortunately, Apple only ships to countries it serve - and only on the specific Apple website for the specific country. So your only luck would be to either go to a country where Apple sells Apple products or have a package transfer service which basically gives you a US (or whatever country's) address for you to order your Apple products to, then they send it to you. Or, of course, the easiest (but most likely most expensive) solution is to buy from a reseller.
Buying from the US would probably be the cheapest bet, but if you were to buy from Europe, it'd be more expensive (taxes, which are even higher than in Israel, and import), however you'd get the proper outlet cable.
However, Hebrew/English keyboards by Apple don't exist, as they have no reason to do so if they don't serve Israel to begin with. So either you put on some ugly stickers or you learn the entire keyboard layout for Hebrew, which for most people is impossible to do (but if you can do that, then hey, good for you!)
And yes, I'm really hoping one day Apple starts offering their services to Israel so that we don't have to deal with insane prices and lack of availability/serviceability.
