i am sort of a newbie when it comes to this. can someone tell me the terminal Command to ping a web site.

While in the terminal type "man ping" (no quotes) and the man program will print out the manual page for the ping command.

You can also use ping, and other network testing functions, in the Network Utility app, in the Utilities folder.
