If I position the dock on the bottom of the screen, it sits at the bottom, but it is not all the way down, it sits slightly above and it eats away vertical screen space, I can easily see the mouse cursor under it.
How do I make it sit flush with the bottom of the display?
Why does it have to float in the air like that? ?

If regaining lost screen real estate if your primary concern, the best and most efficient option is just to hide your dock.

Even if you figure out some Terminal command to adjust the dock's position, there is no other solution that will give you more screen space than doing that.
 
Or put the Dock on the right side, as that area already gets cluttered with mounted volume icons. And as mentioned, turn on auto hide.

I don't want the dock "on the bottom" because now you can't (manually) enlarge a window to the full height of the display.

I keep the dock on the right side. This way the trash can icon is on the lower right -- its "traditional spot" since the first days of the Mac.

I have the dock on the right and set to autohide because it doesn't really get used much.

Actually for the last few months or so I used uBar as a dock replacement, I am a Windows convert and uBar bridges the Windows <> MAC gap nicely, it does all that I need. Sadly, uBar is not really stable and crashes more than I would like and after a while it doesn't display all the open windows and I am forced to go back to the Dock. Very unfortunate. I like the macOS Dock in principle, it is very aesthetic, but it feels a bit outdated and just neglected, it is missing a lot of the functionality I would expect from a OS in 2022. If I can't shrink it and minimize the screen space loss, I guess I'll put up with uBar for now, they might correct the bugs in a future version.

LOL! It sits 5 pixels from the edge. If the 5 pixels makes that much difference to you, there are numerous Dock replacement options out there, or as others have recommended, just turn on Dock hiding.
