iPhone How to refuse/decline phone calls?

As standard, you can only ignore or mute a phone call when it comes in - there's no decline option.

What hack do i need to install to get a decline option put in?

Double tap either the volume up/down button or the power button. No tweak necessary.

Just press the power button. It will end the incoming call

Callbar maybe the closest but requires to press the sleep button to decline the call with a message

iBlacklist allows you to block incoming call providing that you have that number that is calling/texting

Just press the power button. It will end the incoming call

exactly. Then this will go directly to voice mail.

You have on screen option only if the iphone is not on stand by, i.e. unlocked.

You can slide up and choose an action. This new in iOS 6. It's from the lock screen.
