How to reinstall windows 7 with no mac partition?

So I wanted to operate my macbook air without mac OS. I originally had it bootcamped with windows 7 and recently deleted the mac partition.

However, I wanted to reformat/reinstall my windows 7 software but my laptop doesn't recognize how to boot from USB. I know for windows laptops they can access BIOS to change this. But how do I do this on my apple laptop?

Is the USB device indeed bootable? Does the device show up when holding down the option key at power on?

inserting tbe windows CD/usb
and holding down the C key during boot until usb loads

I did not know you could just run Windows7 with out a iOS partition.
