i installed a script and it placed a script icon in my menu bar and it is constantly there, no matter what program is open. How can i remove it?

Question: Will it come back after a restart?

It shouldn't, unless you have something running on startup that's adding it again.

If you want to add it again after removing it, you can do so by opening Script Editor, going to its preferences, and checking General > Script Menu > Show Script menu in menu bar.
