How to remove this blue ring

It appears when i'm trying to shut it down too. It's not really a problem but to me it just looks weird.

The blue ring is the highlighted menu item. If you press Tab it'll scroll through all the options.

goto system preferences -> keyboard & mouse -> keyboard shortcuts and select "text boxes and lists only" down the bottom
