I watched the video... the original response is right, OpenGL is available on the iPad, and other than some iPad specific code, there are tonnes of tutorials out there on OpenGL and OpenGL ES. I've always pointed people to nehe.gamedev.net for a good start in OpenGL, although it does not have as many tutorials working with OpenGL ES, but the concepts are still sound.

Your problem reproducing the app, is where are you going to get the data from? Those buildings aren't going to take their own pictures and map their 3D coords themselves!
