No its not this link, you have a kind of link that you can sign in with you Apple id and report on the portal devp bugs.

Isn't that for developers though? It says right at the bottom. "Request assistance with logging in to your developer account" and also it says " Developer" beneath that.

Anyone can register as a free developer (whether or not you actually develop anything in the end).
